Jeremy Earl is a Partner in Washington, DC who advises a broad range of healthcare organisations on managed care law and regulation. He represents health insurers, HMOs, healthcare provider organisations, pharmacy benefit managers and administrative service providers to managed care organisations. Jeremy is a practice area leader for his firm’s Managed Care Group and serves on the firm’s Management Committee.

He is widely trusted for helping healthcare organisations structure and launch modern managed care models, including innovative value-based reimbursement arrangements and complex service relationships between health plans, providers and intermediary entities. As the line between payers and providers continues to blur, Jeremy provides strategic guidance that is grounded in the realities of the healthcare marketplace and the legal and regulatory requirements that shape it.

What Jeremy Earl Does

Jeremy advises on high-impact managed care transactions and day-to-day regulatory risk, with particular depth in requirements affecting commercial health insurance, the Medicare Advantage and Part D programs, and state Medicaid managed care programs.

His work includes joint ventures, complex service agreements and value-based and risk arrangements between payers, health systems, providers, ACOs and other value-based care entities. He also supports clients on significant regulatory disputes and litigation, including Medicare Advantage risk adjustment compliance and investigations, qui tam matters involving Medicaid managed care compliance, and class actions relating to health plan coverage policies.

Why He’s Different

Jeremy is known for combining technical regulatory strength with a commercial, deal-enabled mindset. Clients value his ability to move complex transactions forward while anticipating approval requirements and enforcement risk, and for his clear, strategic advice when scrutiny from regulators or litigants intensifies.

He has extensive experience managing regulatory approval processes for managed care transactions, including insurance department approvals, Medicare Advantage program approvals and state Medicaid agency approvals.
