Fraser Mackay is a Solicitor at the Scottish Social Services Council, where he works within a regulatory and public interest environment supporting standards, professionalism and accountability across Scotland’s social services sector.
What He Does
Fraser’s legal work sits at the intersection of regulation, public service and professional standards. His role requires careful judgment, empathy and a strong understanding of the impact that regulation and decision-making can have on individuals, communities and professional practice.
Why He’s Different
Diagnosed with dyspraxia at the age of eleven and the first in his family to attend university, Fraser brings a powerful lived perspective to the legal profession. When entering the Scottish legal sector, he proactively sought support and guidance, recognising both the challenges and strengths that neurodivergence can bring.
Through discussions with the Law Society of Scotland, Fraser identified a significant gap: while England and Wales had multiple networks supporting aspiring solicitors with disabilities and neurodivergence, Scotland had no equivalent support structure at the time.
Leadership, Advocacy & Inclusion
Now serving as Chair, Fraser is recognised for his leadership in driving conversations around inclusion, accessibility and neurodiversity within the Scottish legal profession. He is committed to ensuring that talented individuals are not excluded from legal careers due to background, disability or lack of visible support.
His work in this area reflects a broader commitment to fairness, representation and opening up the profession to people from all walks of life.
Approach & Values
Fraser is known for his thoughtful, principled and empathetic approach. He believes that strong regulation and professional standards can and should coexist with compassion, understanding and genuine inclusion.
Through his legal work and leadership, Fraser continues to help shape a more supportive, diverse and forward-looking Scottish legal community.
